Local Policy: High-Quality Development Action Plan Of Ningxia Light Industry And Textile Industry (2023-2027) Was Issued

According to the information from the Department of Industry and Information Technology of Ningxia Hui Autonomous Region, the Action Plan for High Quality Development of Ningxia Light Industry and Textile Industry (2023-2027) (hereinafter referred to as the Action Plan) was officially issued a few days ago.

Ningxia plans to implement the "1556" development strategy of building a 100 billion industry, cultivating five 10 billion industries, building five production bases, and expanding six industrial clusters in five years, based on the region's resource endowment, industrial base, and future consumption upgrading trend, and strive to build a new pattern of light industry and textile industry with reasonable layout, prominent characteristics, and concentrated development. It is planned that by 2027, the scale of the light industry and textile industry in the region will grow steadily, the structure will become more reasonable, the innovation level will be significantly improved, the digital transformation will be steadily promoted, the green development will lead the demonstration, and the "three products" action will achieve remarkable results, with an annual output value of nearly 150 billion yuan. The output value of five industries including chemical fiber production has exceeded 10 billion yuan, including 20 billion yuan for chemical fiber production. Five production bases including important modern textile raw materials have been built, and six characteristic industrial clusters including cashmere processing and chemical fiber manufacturing have further developed.

According to statistics, in 2022, Ningxia will produce 101000 tons of yarn, a year-on-year decrease of 26.3%; 1.297 million pieces of clothing, up 10.6% year on year; 58000 tons of chemical fiber, up 134.8% year on year. The Action Plan points out that Ningxia's modern textile industry has begun to take shape. At present, the district has built a production capacity of nearly 2 million spindles of yarn and 47 million meters of fabric, forming a cotton textile cluster centered on Helan Industrial Park and Jinji Industrial Park; Continuously invigorate the original resources of Lingwu City, and the advantages of cashmere processing industry chain are recovering; Ningdong Energy and Chemical Industry Base has laid out the construction of "China Spandex Valley", accelerated the production of high-performance chemical fiber materials, and built a spandex production capacity of 96000 tons. In 2022, 59 enterprises above designated size will achieve an operating income of RMB 10.07 billion, up 11.1% year on year, accounting for 13.7% of Ningxia's light industry and textile industry.

The Action Plan puts forward the five year development priorities of Ningxia's textile industry as follows: taking the opportunity of undertaking the eastern industrial transfer, the textile industry will accelerate the construction of the cotton textile industry cluster in Litong District, Lingwu Tongxin cashmere industry cluster, and Ningdong chemical fiber industry cluster, resume cashmere processing, improve cotton and linen textile, expand chemical fiber production, and encourage the development of industrial textiles and functional differential fibers, Support the expansion of personalized clothing customization, brand OEM, and independent research and development capabilities, encourage the improvement of intelligent production level, and create a modern textile raw material production pattern of wool, cotton, linen, and chemical fiber with common development, diversified layout, and multi chain parallel. Combining market demand and actual labor resources, we will steadily develop cashmere garments and garment processing. By 2027, the output value of the textile and clothing industry will strive to exceed 30 billion yuan and build a national modern textile raw material production base. By 2027, the output value of chemical fiber production will strive to exceed 20 billion yuan.

The Action Plan proposes that in terms of industrial chain forging engineering, focusing on chemical fiber and other characteristic industries, we should strengthen investment attraction and promote the extension and reinforcement of the industrial chain. In terms of industrial cluster expansion project, based on textile and other industry segments, support cities, counties and parks to vigorously cultivate and build characteristic industrial clusters in combination with local industrial foundation and resource endowment; Focus on the distribution of cashmere preliminary processing cluster in Tongxin Industrial Park, cashmere yarn, clothing and other products processing cluster in Lingwu Modern Textile Industrial Park in Yinchuan High tech Zone, and chemical fiber manufacturing cluster in Ningdong Base such as differential spandex, aramid, carbon fiber. In terms of digital empowerment upgrading project, support textile and other industries to accelerate the implementation of digital transformation, and build a number of digital workshops and intelligent factories; Guide apparel, home textile and other industries to conduct personalized customization and flexible production based on Internet consumption data collection and analysis. In terms of the green and safe development project, promote the textile and clothing industry to strengthen the recycling of waste water and waste heat and pressure of waste gas.

It is reported that in the next five years, Ningxia will start 8 key projects in the textile industry. The projects are concentrated in Ningdong, Guyuan, Shizuishan and Wuzhong, with a total investment of 39.12 billion yuan. After completion, it is expected to increase the output value by 49.05 billion yuan. Including: New 200000 ton/year spandex, 30000 ton/year aramid fiber and supporting raw materials projects of Ningxia Ningdong Taihe New Material Co., Ltd; Xiaoxing Spandex (Ningxia) Co., Ltd.'s new 360000 ton/year spandex and supporting raw materials, 22800 ton PAN based high-performance carbon fiber project (divided into five phases); Taiguang Chemical Fiber (Ningxia) Co., Ltd. will build a new 108000 t/a spandex project, which is planned to be constructed in three phases, with a capacity of 36000 t/a for each phase. The first phase is planned to be completed in August 2024, the second phase is planned to be completed in August 2025, and the third phase is planned to be completed in August 2026; The 100000 spindle spinning project of Ningxia Mintai Textile Co., Ltd. will be constructed in two phases; Ningxia Hengda Textile Technology Co., Ltd. will build a new project with an annual production of 10 million meters of cloth and 3400 tons of high-grade yarn; Ningxia Hengfeng Tongli Quilt Co., Ltd.'s new 18000 spindle Siro compact spinning line project (Phase II); Ningxia Xinmeilong Light Textile Technology Co., Ltd. will build a new project with an annual output of 40 million non-woven fabric series products; Pengyang Kaibang Textile Technology Co., Ltd. has built a new production project with an annual output of 2000 tons of textile raw materials and 5 million pairs of high-end socks.
