Entering the November, the big business platform has launched the "double 11" promotional activities. In order to further standardize the network centralized sales promotion behavior and maintain the order of the network market, the Beijing municipal market supervision bureau today said that it is necessary to detect and stop the illegal price of fictitious original price, the first rise and then fall, and the failure to fulfill the price promise.

In November 1st, the Beijing municipal market supervision bureau, the joint municipal Party committee, the Municipal Public Security Bureau, the Municipal Communications Administration, and the Municipal Postal Administration conducted administrative guidance on ten key e-commerce platform enterprises such as Jingdong, Tmall, the United States and jumei.com, and urged enterprises to standardize the launching of the "double 11" network centralized sales promotion activities, conscientiously fulfill the responsibility of the platform governance entities, earnestly protect the legitimate rights and interests of consumers, and consciously maintain a fair and orderly network market environment and a safe and secure network consumption environment.

At the meeting, the units put forward specific management requirements around the common problems during the network focused promotion activities combined with the responsibilities of departments. The Beijing Public Security Bureau reminds enterprises to strengthen network security monitoring and early warning, properly handle network security incidents, strictly prohibit the sale of counterfeit and inferior commodities, resolutely put an end to the issuance of guns, explosions, terrorism and privacy related information, and strictly guard against all kinds of telecommunications network fraud; Beijing Communications Authority requires enterprises to strengthen protection of users' personal information, increase the precaution against risk points such as non real name telephone cards and false business licenses, and at the same time require enterprises to actively cooperate with the risk assessment of new technologies and new businesses; and the Municipal Postal Administration puts forward requirements for enterprises from five aspects, namely, timely releasing consumer reminders, improving safety supervision system measures, doing well in data sharing, improving the collection efficiency of express mail, developing terminal intensive services, and promoting green packaging. Beijing municipal Party committee letter office requires enterprises to strictly abide by the relevant provisions of the network security law, operate according to law, and ensure network information security.

The Beijing municipal market supervision bureau focuses on the seven aspects of platform management, advertising, consumer protection, price management, product quality, catering management and health food.

First, in the management of e-commerce platform, the platform enterprises are required to fully implement the main responsibility, strengthen the management before, after and after the event, strengthen the qualification approval audit during the centralized promotion, establish registration files, record and keep relevant transaction information, strengthen network transaction detection and monitoring, detect illegal activities in a timely manner, punish illegal activities in accordance with the law, standardize information disclosure, and promote the symmetry of network market information.

Two, in the aspect of online advertising, it is required that the platform enterprises should strengthen the management of Internet advertising, fully fulfill the obligation of checking and verifying the sales promotion advertisements, prohibit issuing advertisements that do not conform to the contents or prove incomplete materials, prohibit the issuance of prescription drugs and tobacco advertisements, and distinguish between paid search advertisements and natural search results.

Three, in the aspect of consumer protection, the platform enterprises are required to earnestly implement the goal and task of receiving the lawsuit, strengthen the protection of consumers' rights and interests, take the initiative to bear the responsibility of first asking, strictly implement the system of prepayment for compensation, formulate contingency plans, properly respond to emergencies, express the demands, reflect the channel, strengthen the after-sale service team building, diversify channels to facilitate consumers' consultation and complaints, and strive to achieve a one-time solution to consumer disputes, so as to avoid the escalation of customer complaints.

Four, in terms of price regulation, it is required that platform enterprises should promptly detect and stop illegal activities such as fictitious original price, first rise and fall, non performance of price commitment, and conscientiously fulfill the obligation of marked price.

Five, in terms of product quality supervision, the platform enterprises are required to further strengthen the management of operators in the platform, improve and perfect the product quality control system and measures, take the initiative to carry out product quality inspection, do not sell products prohibited by laws and regulations, set up a system for locating the problem products, and inform the relevant departments of the product quality risk information, timely and effective disposal, and control risks.

Six, in the aspect of network catering regulation, it is required that the platform enterprises should strengthen the examination of the catering enterprises to enter the network, brighten up the operation of certificates, eliminate unlicensed or used expired certificates, and ensure the safety and hygiene of the promotional food.

Seven, in the regulatory aspect of health food, it is required that the platform enterprises strictly examine the health care food operators and product qualification, strengthen the information hints of "health food without disease prevention and treatment function" and "this product can not replace drugs", and implement the sale of health products area.
