Guangdong Guangxi cooperation both sides adhere to a high level of overall planning, formulate plans and implement policies to escort industrial upgrading. During the period, the "Three Year Action Plan for High Quality Development of Silkworm Industry in Xincheng County (2023-2025)" was prepared, and a number of implementation plans were issued to build a "1+N" policy support system, providing clear guidance and solid guarantee for industrial development.

Building a demonstration base is a key entry point for industrial upgrading. Adhering to the concept of "science and technology enabling, facilities supporting and green circulation", the two sides invested 6.6 million yuan in cooperation to build four standardized demonstration bases and 1250 mu demonstration mulberry gardens in key towns and villages such as Andong, Hongdu and Gupeng, with an average annual yield of more than 6500 jin of mulberry leaves per mu. At present, there are 6 silk reeling factories in Xincheng County, including 1 national leading enterprise and 5 municipal leading enterprises; Five production lines have been built, with an annual processing capacity of more than 14000 tons of cocoons, an annual output of 1500 tons of white factory silk, and more than 1500 jobs.

In order to optimize the industrial model, the two sides also implemented the industrial development strategy of "dual support", and innovatively constructed the industrial model of "leading enterprises+universities+village party branches+villagers' cooperatives+farmers". Leading enterprises give full play to their leading role in providing farmers with high-quality silkworm eggs and standardized planting technical guidance, such as improving water and fertilizer integration facilities, green pest control, etc., establishing full chain standards, effectively connecting small farmers, and promoting Xincheng's silkworm industry from "small scattered weak" to a modern big industry.

Now, in the Guangxi Xincheng Cocoon and Silk Industrial Park of Guangdong Guangxi Cooperation, the innovation drive has injected new vitality into the silkworm industry. The park builds a "company+village collective (cooperative)+farmer" model, implements the "five unifications", innovates the "silkworm egg bank" system, and provides farmers with high-quality four instar silkworm eggs and the whole process technical trusteeship service, so as to increase the survival rate of breeding from 75% to more than 90%, and increase the benefit per mu of mulberry by 30%~40%.

In terms of disease and pest control, Guangdong and Guangxi implemented a green prevention and control project in Hongdu Town, and built a green prevention and control system and effectively improved the quality and output of mulberry leaves by installing pest monitoring devices, traps, and releasing Trichogramma stylosa.

In addition, the promotion and application of smart systems also bring new opportunities for industrial development. The two sides actively carried out the action of "science and technology going to the countryside" and "school enterprises helping villages", introduced Guangxi Huizhi Technology Co., Ltd., and jointly built a standardized intelligent cloud platform for sericulture with Hechi University to realize remote docking of silkworm experts and online training of silkworm farmers. Among them, the "Smart Silkworm Housekeeper" system is used in the Liuna Base in Andong Township and Hongdu Town to monitor the environment of the silkworm rearing house in real time. Technicians can patrol the silkworm farmers' silkworm rearing situation remotely, generate data analysis reports, provide accurate technical guidance for the silkworm farmers, and achieve "cloud" end silkworm rearing.

For a long time, Guangdong and Guangxi have cooperated with each other to plan the development of the silkworm industry from a strategic perspective and promote the continuous expansion and extension of the industrial chain. In terms of capital investment, relying on the Guangdong Guangxi cooperation and assistance mechanism, we invested 96.08 million yuan of cooperation funds to build the Guangdong Guangxi cooperation cocoon and silk industrial park, introduced Shenzhen Tongyi New Holdings Industrial Co., Ltd., and drove 200 direct employment and 1000 indirect employment, with a cumulative dividend of 8.1 million yuan.

At the same time, both sides strengthen brand building and enhance product value. Relying on brands such as "Changwang Silk Road" and combining the elements of Zhuang brocade, we design unique life products, actively declare the national intangible cultural heritage, create a brand combining modern technology and traditional crafts, and improve the added value and market competitiveness of silk products.

In terms of industrial upgrading, the two sides focused on the transformation and upgrading of traditional pillar industries, cultivated and expanded a number of leading enterprises and leading enterprises in the industrial chain with a core position, promoted the extension of the industry to deep processing links such as silk twisting, silk weaving, silk spinning, knitting, and home textile, formed a complete "mulberry silkworm cocoon silk silk" industrial chain, and wrote "eastern capital+western resources" Enable a new chapter in the development of large-scale cocoon and silk industrial clusters.

At the same time, Guangdong Guangxi assistance funds, central bridging funds, etc. were integrated, and village collectives were taken as the units to invest in enterprises, driving the development of 60 village level collective economies, covering more than 40000 people.

Both sides continue to develop "contract agriculture" and activate the vitality of rural industry development. For example, Shenzhen Tongyi New Company signed long-term purchase and sales contracts with cooperatives and farmers in Xincheng, implemented the protective price purchase policy of "guaranteed bottom price+market price floating up", greatly improved farmers' enthusiasm for planting and breeding, and drove more than 6000 farmers in 12 villages (committees) to stabilize their annual income at 30000 to 40000 yuan.

In order to expand employment coverage, the two sides took the Cocoon Silk Industrial Park as a platform to carry out job recruitment, induction training and employment tracking, build a support workshop and promote people's employment nearby. At present, the industrial park has absorbed 591 people of labor force, and helped more than 1000 people achieve flexible employment through mulberry garden improvement, project construction and other ways. When the project reaches its full capacity, 3000 direct jobs will be added, further boosting the high-quality development of the county economy.
